A lorry driver and the child of James Cowell (a seaman collier with the whitstable shipping company) and Emily Lawrence, Charles Cowell, the uncle of Nigel Horne, was born in St Lawrence, Thanet, Kent, England on 4 Jan 19111,2,3,4, was baptised in Ramsgate, Kent, England on 5 Feb 1911 and was married to Edith Bailey (with whom he had 2 children: Trevor John and Barrie Ernest) at St Mary the Virgin's Church, Minster, Thanet, Kent, England c. May 19366.

During his life, he was living at 13 Ashburnham Road, St Lawrence, Thanet on 2 Apr 19111; at Pouces Cottages, Manston, Kent on 10 Dec 1927; at Sunnymeade, Monkton Road, Minster, Thanet on 29 Sept 19392; and at 73 Monkton Road, Minster, Thanet in 1956.
