A policeman and the child of John Horn (a labourer) and Mary Ann, William Horn, the third times great-uncle of Nigel Horne, was born in Margate, Kent, England c. 18271,2,3, was baptised there at St John the Baptist's Church on 15 Jul 1827 and was married to Elizabeth Fox (with whom he had 4 children: Thomas W, James John, George Charles and Emma).

During his life, he was living at his birthplace in 18411; at Batty Street, Whitechapel, London, England on 7 Apr 18618 and on 2 Apr 18717; and at Boundary Road, Ramsgate, Kent, England on 31 Mar 19016.

He died c. Jan 1905 in Thanet, Kent3,4 and was buried in Ramsgate on 5 Jan 1905 (Aged 77..)5.
