The child of James Horn (a brewer's labourer) and Harriet Fox, Isabella Horn, the first cousin three-times-removed on the father's side of Nigel Horne, was born in Ramsgate, Kent, England in 18651 and married Albert Matthews (a mariner with whom she had 6 children: Daisy, Arthur Albert, James Charles, Ernest George, David and Richard Algernon) in Thanet, Kent, England c. Oct 1889.

During her life, she was living at Hertford Cottage, Hertford Place, Ramsgate on 2 Apr 18713; at Chapel Road, St Lawrence, Thanet on 3 Apr 18811; and at Royal Road, Ramsgate on 2 Apr 19114.

She died c. Nov 1911 in Thanet2.
