A baker's roundsman and wholesale provision salesman & lorry driver and the youngest of 4 children of John Cowell (a police constable) and Emma Mills, Bertie Cowell, the third cousin twice-removed on the mother's side of Nigel Horne, was born in Tooting, London, England on 5 Mar 18881 and baptised in Upper Tooting, London, England on 6 May 1888. He married Ethel Carter in Willesden, London, England c. Aug 19223.

During his life, he was living at 71 Victoria Road, Willesden on 5 Apr 18916; at 28 Claremont Road, Kilburn, London on 31 Mar 19017 and on 2 Apr 19118; at 148 Priory Park Road, Willesden in 19344 and in 19365; and at 65 Princes Avenue, Wembley, London on 29 Sep 19391.
